Voter ID only addresses one kind of voter fraud: voter impersonation. These voters didn't impersonate anyone, the system just didn't catch that they had already voted. Another example of why spending millions of dollars on a voter ID system that will disenfranchise tens of thousands of voters doesn't make sense.
